education funds in relief of this section of public library enterprise. Circulars together with reply cards will reach each library authority shortly, and it is hoped that the fullest information will be forthcoming so that the memorandum shall have the greatest force.

THE INTERNATIONAL CONGRESS FOR BIBLIOGRAPHY AND DOCUMENTATION in 1910 expressed the desire to see an International Year-Book, to concentrate the information now scattered about dealing with the present state of the great works, collections, and organizations existing in the domain of bibliography and documentation.

Such a year-book has been founded at Vienna, called the "Jahrbuch für Bibliographie," which is to give a subject-index of new publications of a bibliographical character and a systematic text. This will form part one; part two is to consist of reports on regional and national bibliography and on personal questions, e.g. biography.

The editor is Dr. M. Grolig, Librarian at the Patent Office, Vienna : the publisher is F. Dietrich, Gautzsch, near Leipsic.

THE WORLD PEACE FOUNDATION (Boston, Mass.), wishes to announce that it is issuing a title page and table of contents so that its publications, printed in the last two years, can easily be collected and bound by libraries and others.

APPOINTMENTS.

Bennett (W. J.).—Mr. W. J. Bennett, Sub-Librarian of the Tottenham Public Library, has been appointed Chief Librarian, in succession to Mr. F. J. West, resigned.

Butchart (R.).-Mr. Robert Butchart, Librarian of the Lochee Branch of the Dundee Public Libraries, has been appointed Librarian of the Arbroath Public Library vice Mr. John Hosie, resigned.

Jeffrey (A.).—Mr. A. Jeffrey, a Strood bookseller and stationer, has been appointed Librarian of the Rochester Public Library, in place of Mr. F. Hawes, who has left to take up another appointment.

Nowell (Charles).—Mr. C. Nowell, Assistant, Ashton-under-Lyme Public Library, has been appointed Cataloguing Assistant, Coventry Public Libraries.

Pollitt (William).-Mr. William Pollitt, Cataloguing Assistant, Coventry Public Libraries, has been appointed Chief Assistant.

Powell (Walter).-Mr. Walter Powell, Deputy Librarian, Birmingham, has been appointed Chief Librarian, in succession to Mr. A. Capel Shaw, resigned. Mr. Powell takes up his duties on 1 June.

Sidwell (Joseph).-Mr. Joseph Sidwell, Chief Assistant, Coventry Public Libraries, has been appointed Sub-Librarian.

Wright (Richard).—Mr. Richard Wright, Assistant, Sunderland Public Libraries, has been appointed Librarian of the Royal Societies Club, London.

OBITUARY.

ARROWSMITH (W. J.).—The late Librarian of the Edward Pease Public Library, Darlington, was born on 23 August, 1863, at Stillington, Co. Durham. He was the son of Mr. James Arrowsmith, Accountant, and though one of a family of eleven children, his death is the first in the family. His parents removed to Darlington in 1870, principally for the facilities afforded for the education of their children. The school chosen was the Bondgate Wesleyan, a school ably administered and singularly fortunate in obtaining good masters. Mr. Arrowsmith, though brought up in the Presbyterian faith, and remaining through life an adherent of its tenets, always took considerable interest in the educational work of the Wesleyan Church and regularly attended the Annual Reunion of the Bondgate Old Boys. He entered upon public library work in 1885, under Mr. F. J. Burgoyne, who was Darlington's first public librarian, and also served under Mr. Thomas Everatt and Mr. B. R. Hill. Upon the appointment of the latter to the Sunderland Public Library in 1896, Mr. Arrowsmith succeeded to the office, and for fifteen and a half years gave the reading public of Darlington every possible aid in the purchase and distribution of books. Unfortunately for many years he was a martyr to asthma, and those who knew him intimately often marvelled at the cheerful way he struggled against his malady. For a man so terribly stricken he was remarkably patient, and even with people difficult to please, his geniality seldom or never failed him.

Mr. Arrowsmith regularly attended the Annual Meetings of the Library Association, and made many friends. He thoroughly enjoyed these meetings, affording as they do the opportunity to renew old acquaintances and compare notes on the progress of the work in which each is engaged. His contributions to the social side of the meetings will long be remembered by those who were privileged to listen to him.

Mr. Arrowsmith was one of the little group of Northerners who took part in the successful launching of the Northern Counties Library Association. He acted with Mr. Hill as Joint Convener of the first meeting held at Darlington in 1901, and served on the Council of the Association. Though not a fluent speaker he had a quaint way of giving expression to his thoughts which made his contributions to discussions most acceptable.

A few months ago a very severe attack of his ailment confined Mr. Arrowsmith to bed for some time. Lately, however, he was able to resume his duties and appeared to be somewhat better. He was at his post on 6 April, and left the library shortly after eight o'clock in cheerful spirits. He died very suddenly the following morning of heart failure. Mr. Arrowsmith had been twice married, and his widow, two children, and one daughter of the first marriage survive him.

The funeral took place on 10 April, and was largely attended by the members and officials of the Corporation, and other prominent townsmen. The Northern Counties Library Association was represented by Messrs. Baker Hudson and B. R. Hill, Vice-Presidents; H. E. Johnston, Hon. Secretary and Treasurer, and J. W. C. Purvis.

ABERDEEN UNIVERSITY.-Subject catalogue of the Phillips Library of Pharmacology and Therapeutics. 1911. 8vo, 240 pp. This extensive catalogue of the special library at the Marischal College, founded in memory of the late Dr. C. D. F. Phillips by his widow, figures as volume 47 of the Aberdeen University Studies. It is compiled upon a modification and extension of the 615 section of Dewey, and has separate indexes of subjects and authors.

An annotated list of books recently added. Notes and News state that the extension of the buildings is proceeding. The alterations are to include a new and larger reference department, a special library for children, and an enlarged lecture hall. The junior and adult reading circles are also reported upon. An annotated list of recent additions. From Notes and News we learn that the Local Government Board having refused to sanction expenditure for public lectures, a Library Lecture Committee has been formed to continue this section of work upon a voluntary basis. "The lectures have proved a great success and have been "of great educational value ".

A descriptive catalogue of the exhibition open until the end of 1912. Includes lists of palæographical works and of historical periodicals in the John Rylands Library. Mr. Guppy gives an account of the (nearly) seven thousand manuscripts in the library, and states that the exhibition has primarily been arranged to signalize the visit of the Historical Association to Manchester. The list is embellished with several plates.
