TERRE HAUTE, May 9, 1887.

To the Committee on Ethics Indiana State Medical Society:

We, the undersigned members in good standing of the Vigo County Medical Society, respectfully protest against the admission of delegates from said society, on account of irregularities in its membership.

We are obliged to content ourselves with this protest at present in consequence of circumstances preventing the submission of regular charges and specification, with trial of same, followed by an appeal to the State Society.

We ask a dispassionate examination of the facts complained of, and which are herewith submitted, and trust to you for a vindication of our efforts to maintain the dignity and honor of our profession.

J. P. WORRELL, M. D.

WILLIAM P. ARMSTRONG, M. D.

C. F. ASKREN, M. D.

J. T. SCOVELL, M. D.

A. W. SPAIN, M. D.
L. J. WILLIEN, M. D.

To the Committee on Ethics, Indiana State Medical Society :

GENTLEMEN-I herewith submit a protest by certain members of VigoCounty Medical Society against the admission of delegates from said society. Also a circular, "The Specialist," is submitted for your inspection.

The circumstances which have occasioned this protest are briefly as follows:

Dr. E. E. Glover, a member in good standing in the Society, announced about the beginning of the year 1885, that he would thereafter limit his practice to the diseases of the rectum. In pursuance of this purpose he issued cards giving his name and the legend, "Practice limited to diseases of the rectum." A similar card was inserted in hotel registers, in advertising sheets distributed in various public places. Upon his window in large porcelain letters the same words appeared.

Some criticism was made by individual members of the Society, but no formal action was taken condeming the methods of advertising adopted by Dr. Glover.

About November, 1886, he presented his resignation to the Society. Its acceptance followed and his membership with the Society thus ceased. Immediately following this action he began the issue of a monthly publication called "The Specialist" a paper possessing all the characteristics of the ordinary circulars of charlatans. He announced his appointments in vari. ous cities, promises cures, gives testimonials, etc. A copy of "The

Specialist" is herewith presented. The fourth of the series, the first being issued in January, 1887, the last in April, 1887.

Not longer being a member of the Society, no action could be taken condemning this flagrant violation of the time honored custom of the profession. Upon the first Thursday in May, 1887, at the regular meeting of the Society (The Vigo County Medical Society), upon the presentation of a petition he was re-instated in the Society and again appears upon the roll as a member in good standing.

This action of the Society is a culmination of a series of actions which discourage members who are solicitious to maintain the dignity of the profession, and induces us to ask the intervention of the State Society. We therefore submit our protest, and ask at the hands of the State Society such action as will support and encourage us in our efforts to maintain the dignity and honor of the professon.

I remain, with much respect, yours truly,

J. P. WORRELL.

Your Committee on Ethics respectfully report in the matter of a protest, signed by six members of the Vigo County Medical Society, against the admission of delegates from said Society to this Society, "on account of irregularities in its members."

1. That there is evidence of the Society tolerating the violation of Section 3, Article I, of the Code of Ethics, prohibiting public advertising of his calling, of one Dr. Glover in times past, and of allowing said Glover to subsequently withdraw honorably from said Society.

2. That after said withdrawal said Glover did most persistently and disgracefully violate the same article and section of the Code, by issuing a so-called medical monthly called "The Specialist," in which all of the tricks of a common charlatan are manifest, the latest copy of which is hereby appended, and was issued April last.

3. That quite recently the said County Society has admitted the said Glover again to its membership, so recently that action could not be had from which an appeal could be taken to this Sóciety.

4. That said Glover has arranged to appear at the coming meeting of the American Medical Association to read a paper-by virtue of his relationship to the said County Society, and through it to this Society.

We therefore recommend that the delegates of the said Vigo County Medical Society be not admitted to the privileges of this meeting of this Society, and that the Society be ordered to purge itself from contempt if these charges be correct, and report said action to this Society at its meeting next year. That the Secretary of this Society be required to withhold from said offending member any and all of its courtesies and privileges pertaining to membership pending the settlement of this case.

S. E. MUNFord.

G. V. WOOLEN.
J. S. STEWART.

On motion, the report of the Committee on Ethics was accepted and concurred in.

Dr. Higgins-Mr. President, I have been requested to offer a resolution to the effect that the chairman of the Committee on Arrangements be required to send each member of the Society a program of the meeting, at least ten days before the time of meeting.

Dr. Bond-I second the motion, for the reason that personswho have papers have notice of when they come on, and when they can be here but one day of the session they ought to know, so that they can arrange accordingly.

Dr. Hibberd-There is another side to that question, Mr. President; if you send out a program of what is to occur at any particular hour, there are a great many distinguished men who will think there is nothing else in it but their paper. Each will remain away until that particular hour, and will come, read his paper, receive the applause and commendation of the Society, and then gather his papers together and go home again. Any man who has been entrusted to prepare a paper for this State Society, and has been put upon the program, should understand that his attendance is expected from the beginning to the end of the session.

The Secretary-And there is another side to it. Under the custom that has prevailed it has been utterly impossible to print that program until the last moment. On last Friday I went and telegraphed four gentlemen for the titles to their papers. It is utterly useless to pass such resolutions unless gentlemen will comply with the rules of the Society. The rules require that all papers. to be read shall be in the hands of the Committee of Arrangements. twenty days before the annual session, and yet but four papers. came to my hands up to the time of the meeting. to the time of the meeting. If you say to enforce the law we will do it, but we can not do it unless you will uphold us in it.

The President-I came down here a few weeks ago to meet the Committee on Arrangements, and I suggested then the plan of publishing a preliminary notice similar to the one that is published in the State of New York. They publish the names of the authors, the titles of the papers, and a synopsis of each paper, so that gentlemen who went to discuss papers can have an opportunity to do
