usually is willing to pay, by providing wards in which he can pay. But the London hospital, which, by the way, is the largest hospital in the world, has tried to grapple with the problem of the out-patient. About a year and a

half ago it instituted the system of demanding from all out-patient who could pay the cost of the medicines and bandages supplied to them. Already the income from this has amounted to $10,000 a year, although the charge is a very small one.

Frisco System Medical Association.

The Frisco System Medical Association held its seventh annual session at the Savoy hotel, in Kansas City, May 25 and 26. This is one of the wide-awake associations of the country. The membership is limited to physicians and surgeons associated with the Frisco railroad, and the character of the papers read, as well as the discussions, demonstrated that the members are thoroughly alive to the present day practice of medicine and surgery. The papers read at this meeting will be published in the Medical Index-Lancet.

No better place could have been found for the meetings to be held than the roof garden of the Savoy hotel. The committee of arrangements should be congratulated upon the excellent entertainment prepared for the visiting doctors. The smoker given in the grill room of the Savoy hotel was a most enjoyable occasion. Impromptu speeches fitting the occasion were given and lasted until late in the evening. Many of the visiting doctors took advantage of this opportunity to see. Kansas City and made various trips over the driveways and boulevards. The minutes of the meetings follow:

May 25th-Morning Session. Members of the association assembled in the roof garden of the Savoy hotel at Kansas City, Mo.

Telegram received from President W. A. Duringer of Fort Worth, Texas, to the effect that washouts prevented his being at the meeting.

In the absence of the president and other officers, Dr. S. C. James of Kansas City was elected temporary chairman; Dr. A. D. Parce of St. Louis, temporary secretary.

Dr. James introduced Attorney John D. Harding of Kansas City, whom the mayor, upon finding it impossible to be present, had requested to welcome. the doctors. Attorney Harding expressed himself as being very glad to meet the surgeons, whom he considers his very best friends, and extended to them a hearty welcome.

Dr. James introduced Dr. Hardin, president of the Jackson County Medical Society; who, on behalf of that society, welcomed the doctors to Kansas City and invited them to attend the meeting of that society the following evening.

Dr. H. E. Williamson, vice president from Kansas, arrived and took the chair.

Dr. O. L. McKillip, managing editor of the Kansas City Medical IndexLancet, distributed copies of that publication in which the minutes of the sixth annual meeting of the association appeared.

Dr. James invited all the members to attend a Dutch lunch and smoker at the roof garden in the evening. The Dutch lunch and smoker was a splendid one, well attended and greatly enjoyed by all present, Dr. James being toastmaster. The Hon. T. T. Crittenden, Jr., mayor of Kansas City, was present and in addressing the surgeons accorded them a most hearty welcome.

May 26th, 1908.

The members in attendance were treated to a delightful automobile ride. over miles of Kansas City's fine boulevards, beautiful streets and the famous Cliff Drive. During the course of the automobile drive, the surgeons stopped

at his home to greet Dr. N. J. Pettijohn, assistant chief surgeon of the Employes Hospital Association of the Frisco line, and former president of the Frisco System Medical Association, who was physically unable to be in attendance at the meeting. The surgeons were very cordially received by the doctor, Mrs. Pettijohn and Miss Pettijohn.

At 10 o'clock the surgeons accepted the invitation of Dr. Sanders of the City Hospital to witness the use of tropacocain as a spinal anesthesia.

Afternoon Session.

The auditing committee made the following report, which was adopted:

We, your auditing committee, appointed to examine the books and accounts of the treasurer, beg to submit the following

We find Dr. Camp's books neatly and carefully kept and a correct account of all moneys paid in and also all paid out, together with proper receipts for the lat

ter.

During the last year the number of members registering and paying the one dollar dues was eighty-eight. Our expenses were one hundred dollars-exceeding our receipts by twelve dollars. However, our treasurer had carried forward from the previous year a balance of $180.25, making a total of $206.25. After deducting the yearly expenses of $100 we have left $106.25. From this balance, and the membership fees collected at this meeting, the expenses of the Seventh annual convention are to be paid.

We recommend that the usual fifty dollars be paid our efficient secretary and that a warrant be drawn in his favor.

We recommend that the president and secretary urge every company surgeon or physician to join the association and that the secretary be requested to collect the membership fee from each member annually, whether he attend the meeting or

Resolution was adopted to substitute the following for Article IV of the ByLaws:

The officers of this association shall be a president, two vice presidents-known as first and second vice presidents-a secretary and a treasurer, who shall be elected annually by ballot. These officers shall perform the usual duties of their respective positions, and the president shall deliver an address to the association on some important medical or surgical subject, and may also make any suggestions he sees fit to promote more interest and enthusiasm in the meetings.

There shall also be an executive committee, consisting of five members, of which the chief surgeon shall be exofficio chairman; the other four members are to be elected for four, three, two and one year, respectively, the first year; after which one member shall be elected annually to serve four yars.

4. That a special vote of thanks be given to the Hon. T. T. Crittenden, Jr., mayor of Kansas City, for his excellent address, words of encouragement, and generous donation of the keys of the city while in its midst.

5. That a copy of this resolution be sent to each of the aforementioned gentlemen and that a copy of the resolution be inscribed on the permanent records of the association.

Tri-State Medical Society. The Tri-State Medical Society of Missouri, Illinois and Iowa meets in Ottumwa, Iowa, Sept. 9, 10, 1908.

The Medical Association of the Southwest-Third Annual Meeting, in Kansas City, Mo., Oct. 19-20-21, 1908.

The third annual meeting of this association will be held in Kansas City, Mo., Oct. 19, 20, 21, 1908. The association comprises the states of Kansas, Oklahoma, Texas, Arkansas and Missouri. Dr. T. E. ON COMA.

Burton Chance of Philadelphia says that it is our duty in studying cases of coma to attend carefully to the examination of the ocular fundus. There are

distinct arterial changes in the fundus. Transient visual disturbances may arise from interference with nutrition of the cells of the retina; in like manner cerebration, psychic and physical, may be interfered with through nutritional changes. Arterial changes in the eye may culminate in rupture of the vessels and areas of the retina be blotted out, and so may there be a rupture of vessels in the brain from similar causes. The author goes into an exhaustive study of the ocular and retinal changes.-Medical Record.
