The Diocesan Board of Religious Education waived any request for an appropriation for the current year and asked that the full sum of $100.00 be allowed to the Provincial Board. The Committee has added $25.00 to the apportionment for the General Board.

The duties enjoined upon the Committee on the Church Pension Fund under Canon 7 will require a considerable expenditure for stationery and postage, and the Committee has added to the budget $100.00 for that purpose; it has also added the premium on the bond of the Treasurer required to be given in the proposed legislation.

The Committee deems it unwise to make any change in the groupings of the parishes or the established rate of assessment, but that the benefit of the reduction in expenses can best be secured to the parishes by the authorization of an increased rebate for prompt payment before October 1st, the date fixed for such payment by the proposed legislation. If, in addition to the three per cent allowed by Canon, the Convention specially authorizes an additional seventeen per cent for the current year, there will be a total rebate of twenty per cent to all parishes which pay their assessment in full on or before October 1st.

The Committee makes the following estimte of expenses for the year ending December 31st, 1917:

The Committee has fixed the basis of assessment as follows: First Group, Parishes expending less than $1,000, 5 per cent.

Second Group, Parishes expending from $1,000 to $1,500, 7 per

cent.

Third Group, Parishes expending from $1,500 to $2,000, 9 per cent.

Fourth Group, Parishes expending from $2,000 to $2,500, 10 per cent.

Fifth Group, Parishes expending over $2,500, 12 per cent.

It is estimated that on the basis of last year's receipts this will yield about $8,500.00.

The Committee audited the accounts of the Treasurer and verified his securities and found them to be as stated in the report.

The Committee submits the following resolution:

RESOLVED, That the recommendations of the Finance Committee be approved and they be authorized to carry the same into effect. Respectfully submitted,

The Convention thereupon proceeded to ballot for all offices to be filled by the Convention.

During the balloting the following business was transacted:

REPORT OF THE COMMITTE ON CANONS.

The Committee recommend the adoption of all the proposed amendments to the Canons and Rules of Order, as follows:

First. RESOLVED, That the Canons of this Convention be amended by the insertion of a new Canon as follows:

"CANON VI

The Finance Committee

Section 1. At every annual Convention a Finance Committee

shal' be elected to perform the duties set forth in this Canon and in Canon VII of this Convention. This Committee shall consist of the Secretary of the Convention, the Treasurer of the Convention, and the Chancellor of the Diocese, ex-officio, if they be laymen, and four other laymen to be elected by the Convention in the same manner as the other officers thereof. No member of the Standing Committee shall be eligible to serve on this Committee.

Section 2. The Finance Committee shall be ex-officio the Trustees of the Endowment Fund. The Treasurer of the Convention, as custodian of the Endowment Fund and the securities thereof and of. the Diocesan Fund hereinafter created, shall give bond with corporate surety in the sum of twenty thousand dollars, conditioned for the faithful performance of the duties of his office and the accounting for and turning over the funds and securities in hs hands to his successor; the premium on said bond shal be paid out of the Diocesan Fund.

Section 3. It shall be the duty of the Finance Committee to maintain general supervision of the financial affairs of the Diocese; to secure simplicity and accuracy in collection and disbursement of all funds and co-operation between the various officers, trusts and boards of the Diocese; for which purpose it shall establish its own rules, keep a record of its meetinge, and make an annual report in detail, together with such recommendations as it may deem proper to the Convention. This Committee shall act as advisor of the Bishop in financial matters; and upon request, as advisor to individual parishes, organized missions and mission stations in this Diocese. It sha'l perform such other duties relating to the business affairs of the Diocese as may be referred to it or as are devolved upon it by Canon VII."

Second. RESOLVED, That now Canon VII be amended by striking out the whole of the third section and renumbering the remaining sections accordingly.

Third. RESOLVED, That the first paragraph of now Section 6 of now Canon VII be stricken out and repealed and a new paragraph inserted as follows:

"Section 6. The basis of assessment for the Diocesan Fund shall be the amounts expended 'for salaries of clergy and others,' 'for music, crganist and choir,' 'for fuel, light, water and power,' as shown in the report of current expenses in the last preceding parochial report of the several parishes, organized missions and mission stations. The expenditures for each and every of the purposes enumerated in this Section shall include all the moneys expended therefor, whether the disbursements were made out of the church funds or from moneys contributed by individuals or parochial societies, or from income upon invested trusts or in any other manner whatsoever, but shall be exclusive of moneys received from the Diocesan Board of Missions."
