T has been an allowed Maxim in all Ages, that Liberty and Learning exift and flourish together; for we find, in both antient and modern History, that wherever Commerce has profper'd (as in Free States fhe only can) that the Liberal Arts have always found Protection and Encouragement.

I HOPE therefore, Sir, I fhall neither offend you, by prefuming to prefix your Name to this Third Volume of a Work intended to fet Merit in its true Light; nor yet by mentioning fome part of your amiable Character: Because every one will be ready to justify me when I fay,

That

That your Candour and Benevolence, your Love of Science, and impartial Favour to Worth of every kind, with your Compaffion to the Diftreffed, have eminently appear'd thro' your whole Conduct, which will perpetuate and endear your Name to latest Pofterity.

THAT you may long enjoy the true Satisfaction, arising from fuch worthy and generous Principles and Actions, is the fincere Wish of him, who is, with very great Refpect and Esteem,
