USE OF SUGAR IN CANNED OR CURED FISH CLARIFIED BY OPA

Manufacturers who use sugar in putting up canned vegetables, fruits, and fruit juices; frozen fruit, and canned or cured meats, fish and poultry sold to the Army, Navy, and other specified Government agencies, may not obtain replacement of that sugar under the rationing regulation, the Office of Price Administration reported on January 5. Hitherto, this fact was generally understood, according to PA, but the provision was specifically set out January 5 in Amendment No. 33 to Ration Order 3, effective January 11.

SALTED LAKE HERRING CEILINGS INCREASED BY OPA

New maximum prices for salted lake herring were set by the Office of Price Administration at the processor level through Amendment No. 100 to Supplementary Regulation No. 14 under the General Maximum Price Regulation, effective February 8. Salted lake herring, packed in the regions around Lakes Superior, Michigan and Huron, had been frozen at March 1942, price levels under the General Maximum Price Regulation.

Reflecting an increase in the prices paid for fresh fish, which are not under price control, and in costs of containers, materials and labor, the new maximums add a cent a pound over last year's prices. Of this increase, 75 cents a 100-pound barrel is added at the first processor's level and an additional 25 cents a barrel at the second processor's level.

The salted fish is shipped principally to Virginia, West Virginia, North and South Carolina, Alabama, Mississippi, and Tennessee. The 1942 catch is estimated at 2,900,000 pounds, approximately the same as 1940 but less than 1941. A disturbing factor in the pricing picture, however, is the increased demand for herring sold fresh or sold for freezing. The fishermen have received $45 per ton for herring this season as they come from the water.

Wholesalers and retailers will price this item by applying fixed margins provided in Maximum Price Regulation 237--Adjusted and Fixed Markup Regulation for sales of Certain Food Products at Wholesale--and Maximum Price Regulation No. 238--Adjusted and Fixed Markup Regulation for sales of Certain Food Products at Retail--to their "net cost". For the purposes of the regulation the term:

"Salt lake herring" means a fish of the species Leucichthys artedi, where the same is caught in one of the following Great. Lakes: Superior, Michigan, and Huron, and is back split, eviscerated and preserved by salt packing in the usual container.

"First processor" means any person who salts lake herring which are destined for future processing.

"Final processor" means a person who repacks salt herring for sale in the form in which it is sold at retail.

FISH PACKERS ASSIGNED HIGHER PREFERENCE RATINGS BY WPB

Fish packers were assigned higher preference ratings for procurement of equipment, maintenance, and repair material, effective February 8. No change was made in the rating for replacement material. The ratings were raised by Preference Order P-115 (Maintenance of Operation of Plants Canning or Processing Fruits, Vegetables, or Fish), as amended by the Director General for Operations.

Despite the new ratings, WPB urged canners to convert their equipment, where possible, to operations which will result in a saving of critical materials. Included among such operations are the packaging of foods and numerous other commodities in glass or paper instead of tin; and the use of closures made of paper, or other non-critical materials. P-115 provides ratings for such conversion. Persons Persons desiring to convert must apply on Form PD-285.

The amendment also transfers administration of Order P-115 from WPB to the United States Department of Agriculture, which now is responsible for war-time food control under an executive order issued on December 5, 1942. Hereafter, applications for preference ratings and

any other reports required under the order should be sent to the Food Distribution Administration, Department of Agriculture, Washington, D. C.

The amendment raises the P-115 rating to conform with existing needs and assigns the following preference ratings to packers of fish:

1. AA-1 for material required for repair and maintenance. was AA-5.

Previously, the rating

2. AA-2X for material required for operation. Previously, the rating was AA-5.

3. AA-3 for material required for replacement or more efficient operations. This rating is unchanged from the orders as last amended. However, AA-3 ratings may not be applied under P-115 for construction of new buildings, establishment of new production lines, or for any other purpose which, in the opinion of the Director General for Operations does not promote the interest of the war program.

AA-3 ratings may not be used under P-115 until the packer has received specific authorization from WPB. To get such authorization, he must apply to the Director of Food Distribution, U.S.D.A., describing the material needed and the nature of the proposed replacement. The application under P-115 may be filed on Form PD-285.

All preference ratings must be applied in accordance with Priorities Regulation No. 3.

MANILA ROPE NEEDED BY GOVERNMENT

Good stout Manila rope, which is getting scarce, is the only kind strong enough to do certain jobs for the Army, Navy and Maritime Commission. High quality rope containing Manila fiber is urgently needed for use on warships, troop ships, cargo vessels and in engineering projects, according to Col. C. R. Baxter, Director, Redistribution Division, War Production Board.

There are still considerable quantities of Manila rope in the country and the Government wants to buy all excess in the hands of business concerns and other owners. These holders are asked to report voluntarily all Manila rope they can spare, if it is 3/16 of an inch or more in diameter and 200 feet or more in length. The Government will pay 10 percent

above the owner's net cost, exclusive of freight charges.

This appeal to consumer-holders follows a Government purchase program directed to the trade, under which over 10,000 dealers and wholesalers reported a total of 5,844,744 pounds of available Manila rope. Almost all of this large quantity was voluntarily offered for sale and is now being directed into war use. But more is needed.

Owners are requested to communicate at once with Murray Cook, 155 East 44th Street, New York City, who will arrange for purchases, acting as agent for the Government.

Foreign Fishery Trade

CANADIAN ORDERS LIMIT FISH PRICES

Maximum retail and wholesale prices in Canada for certain fresh, frozen, cured, smoked, canned, packed or otherwise processed fish and fish products are limited to the actual price paid by retailers and wholesalers plus a mark-up not exceeding specified percentages for various products,. under Administrator's Order No. A-564 of the Wartime Prices and Trade Board, effective January 22.

Administrator's Orders Nos. A-381 and A-382 issued in September 1942 fixed maximum prices for pilchards packed from the 1942 catch, and for frozen salmon, fresh and frozen soles, brills and witches caught in Pacific Coast waters.

AUSTRALIAN FISHERY FOR NORTHERN TUNA CAPABLE OF DEVELOPMENT

Additional evidence which has accumulated since the publication of Pamphlet No. 104 on the Australian tunas suggests that a promising beach-seine fishery for the northern tuna may be developed in the larger inlets and sheltered beaches of the eastern coastline, according to "Notes on the Economics of the Northern Tuna (Kishinoella tonggol)" in the Australian Journal of the Council for Scientific and Industrial Research, Vol. 15, No. 2, May 1942. The fishery could be carried on during the late summer and autumn at least as far south as Sydney, with extensions to more southern grounds in some years.

The evidence indicates that fairly considerable bodies of tuna, in a spent condition following the spawning season, enter the shallow reaches of bays and ports, feeding voraciously on such school fish as pilchards. While in shoal formation, the tuna usually will not take the hook, but their habits suggest their capture by hauling nets and traps when close to shore, or circle nets when distant from the beaches. When the schools break up the individual fish may be caught by trolling, but this method does not appear to be an economic proposition in Eastern Australia. More successful results have been obtained in Western Australia, but the methods have not been extensively tested out.

The fish produce an excellent canned product.

WHOLESALE AND RETAIL PRICES

On December 12, the Bureau of Labor Statistics' comprehensive wholesale index stood at 100.5 percent of the 1926 average, the highest level reached in 16 years. Sharp advances in primary market prices for grains, cotton, peanuts, seeds, and certain fruits and vegetables brought the index up 0.4 percent during the week ended December 12. Prices for foods rose 0.7 percent during the week, Meats--largely mutton--advanced 0.5 percent.

In the retail markets, the average family paid 1.2 percent more for food on December 15 than on November 17. Higher prices of uncontrolled fresh fruits and vegetables were again chiefly responsible for the rise. The prices of foods not under direct control by OPA rose 7.0 percent while the average for controlled foods advanced 0.5 percent.
