YOUR exaltation to the Peerage of a Country, in which you are so highly Esteemed, and to whose service, in times of peculiar difficulty, you have been faithfully devoted, cannot add to that dignity of Character, which, created by your own merit, and acknowledged by the Public voice, has long distinguished you, as a Man and a Senator.

To your Lordship, whose mind is so richly stored with variety of knowledge, I need not suggest; that the two Temples which were erected among the Romans, one to Virtue, and the other to Honor, were so constructed, that
