Governance in Transition: Public Management Reforms in OECD Countries

OECD economics are undergoing deep structural change. Traditional public management structures and administrative respinses are increasingly seen as ineffectual. This has brought government capacities under challenge. As a result, major reforms are now under way. This report analyses the nature of these reforms, their rationale and design as well as issues of implementation and evaluation. Concerns that have come up in the process are discussed, as are some difficult trade-off problems that have arisen. The report is completed by a suggested agenda for the future of govcernance in OECD Member countries.
